Dubai sets CCTV and fire safety rules for housing
Dubai Municipality has introduced new shared housing requirements that include CCTV and fire safety compliance checks. Property owners must meet the relevant security and safety standards before obtaining shared housing permits.
According to the Emirates News Agency (WAM), the municipality issued the Planning and Building Requirements Guide on October 7, 2026. The guide implements a passed in September 2026, which regulates shared housing across Dubai. The requirements apply to new buildings and existing properties converted for shared accommodation.
CCTV and fire safety compliance required
Before issuing a shared housing permit, authorities must verify compliance with two sets of security and safety requirements. The Security Industry Regulatory Agency (SIRA) oversees applicable CCTV requirements. Meanwhile, Dubai Civil Defence sets requirements for fire alarm and firefighting systems.
Property owners must meet these requirements under the relevant legislation and approved standards. The guide also establishes minimum space and facility requirements. These include at least five square meters of bedroom space per person and separate accommodation categories for individuals and families.
Dubai shared housing: Key security requirements
- CCTV: Compliance with applicable SIRA requirements
- Fire safety: Compliance with Dubai Civil Defence requirements for fire alarm and firefighting systems
- Permits: Security and safety compliance verified before approval
- Deadline: One-year regularization period from September 8, 2026, for existing shared housing buildings
Existing properties receive compliance period
Owners and property management companies have one year from that date to bring existing shared housing buildings into compliance. However, the transition period does not exempt owners from correcting violations or addressing conditions that threaten public safety.
Permit applications and renewals are available through the Build in Dubai platform. The new framework aims to strengthen regulatory oversight, improve building safety and reduce unregulated residential practices across the emirate.
